Tier System in Warren County

Ohio's three-tier system applies in Warren County just like everywhere else in the state. The Common Pleas Court assigns the tier at sentencing. The tier sets the registration period and how often the offender must verify their information.

Tier I offenders register for 15 years. They verify once a year. Tier II offenders are on the list for 25 years with verification every 180 days. Tier III is the most serious. Lifetime registration. Verification every 90 days. ORC 2950.01 defines the tiers. ORC 2950.06 covers the verification schedule. ORC 2950.07 adds more detail on the specific duties of each tier.

Reclassification is possible under ORC 2950.09. An offender can petition the court to lower their tier. The Warren County Prosecutor would respond to the petition. The judge holds a hearing and decides. These petitions are not common, and most are denied.

Tier I and Tier II offenders are listed on the public eSORN website, but there is no in-person notification. Schools, daycares, and youth organizations can ask the sheriff for separate notification. The eSORN system offers email alerts. You can get a notice whenever an offender registers or moves near an address you have flagged.
