Noble County's tiny population means the sheriff's office handles very few registered offenders. That allows for close monitoring. Deputies can check addresses and verify information more frequently than in larger counties. In a place this small, it is difficult for an offender to go unnoticed.

Tier System for Sex Offenders
ORC 2950 creates three tiers. The sentencing judge assigns the classification. Each tier sets the length of registration and the check-in frequency.
Tier I offenders register for 15 years and verify their address annually. Tier II offenders register for 25 years, checking in every 180 days. Tier III is the highest level: lifetime registration with check-ins every 90 days. Tier III also requires community notification under ORC 2950.11. The Noble County Sheriff must inform neighbors within 1,000 feet of a Tier III offender's home.
In Noble County, the 1,000-foot notification area might have just one or two houses. Or none. But the law requires the sheriff to complete the notification regardless. For Tier I and Tier II offenders, the public relies on the eSORN website for information.

Noble County Registration Rules
ORC 2950.04 governs registration. The offender appears in person. No exceptions. The sheriff takes a photo and collects the offender's name, date of birth, Social Security number, address, employer, school, vehicles, and internet accounts. All of it goes into eSORN.
Changes must be reported within three days. That means new addresses, jobs, vehicles, and online accounts. If the offender plans to leave Ohio for more than three days, they must notify the sheriff first. ORC 2950.05 spells out these obligations. Failure to comply is a felony under ORC 2950.99.
The sheriff mails verification letters on a schedule tied to the tier. Tier I once a year. Tier II every 180 days. Tier III every 90 days. The offender must respond within 10 days. No response means the sheriff investigates. In Noble County, that usually means a deputy drives to the address the same week.
Note: Even in Ohio's smallest counties, registration violations carry the same felony penalties as they do in Columbus or Cleveland. ORC 2950.99 does not distinguish by county size.
Ohio Statutes on Sex Offenders
The primary law is ORC Chapter 2950. It covers everything: who must register, what data they give, how long they stay on the registry, and what happens if they don't comply. ORC Title 29 defines the underlying sex offenses. Together, these statutes form the legal framework for sex offender management in Ohio.
